Energy Efficient Units-How to Get Rated
Thank you for your interest in the Energy Efficient (Two-Tier) Utility Allowance Schedule. The Housing Authority would like to congratulate you for making the commitment to pursue energy efficiency for your rental unit.
Please review the following requirements, which will allow your approved use of the energy efficient utility allowance schedule:
New construction:
Step 1A: Submit a copy of the Title 24 CF-1R Report or
Step 1B: Hire a HERS (Home Energy Rating System) rater to inspect the building. Ask the HERS rater to provide an inspection report, which includes a HERS rating score. If the HERS rating indicates that the building energy efficiency rating has surpassed the current Title 24 energy code standards by at least 15%, submit certification[E1] that you have met the requirement to the Housing Authority.
Existing construction:
Step 1: Hire a HERS rater to inspect the existing building. Ask the HERS rater to provide an inspection report, which includes a HERS rating score. If the HERS rating indicates that the building's energy efficiency rating has surpassed the current Title 24 energy code standards by at least 15%, submit certification[E2] that you have met the requirement to the Housing Authority. If your rating does not exceed the current Title 24 by at least 15%, proceed to step 2.
Step 2: In consultation with the HERS rater, evaluate energy efficiency upgrade alternatives (The following upgrade items qualify: air conditioner, furnace, wall heater, insulation, windows, water heater, and other items included in the current Title 24 Energy Code). Select the most cost effective upgrades and obtain pricing.
Step 3: Hire a contractor to install the upgrades, if necessary, or install yourself.
Step 4: Ask the HERS rater to reinspect the building and provide an inspection report, which includes a HERS rating score for the upgraded building. If the HERS inspection report specifies that the building’s energy efficiency rating has surpassed the current Title 24 energy code standards by at least 15% or that the building’s energy efficiency is at least 20% over the pre-existing building conditions, submit certification[E3] that you have met the requirement to the Housing Authority.

Once the documentation is reviewed, you will receive notification indicating whether or not you are approved to use the energy efficient utility allowance schedule. For your convenience, we have included a list of HERS raters who are also members of the California Association of Building Energy Consultants (CABEC), you may also visit HERS for additional raters list.
